There's nothing extraordinary about it Mr. Homeland Security President, this happens all the time. Remember Hurricane Isabel? Or the dozens of instances where declarations are issued in anticipation of known events?
Maybe you should consult with your FEMA General Counsel... ask him to give you a very brief understanding of what that Agency does, so that you stop making a fool of yourself in public.
