Election 2004(th Estate)

Last week, Charles Peters, guest blogging over at Washington Monthly, had this very pointed post on the media's responsibility to ensure that the public is truthfully informed on election issues by cutting through the rhetoric coming from both campaigns. The major premise is that the majority of Americans who consider terrorism their #1 issue when determining who they'll vote for overwhelmingly support George Bush, despite a strikingly underwhelming record actually fighting it. This brings me back to another issue that's been bothering me for some time; that the GOP (generally) has managed to convince their base that the media cannot be trusted, and that they shouldn't rely on anything that they hear from mainstream media because the entire media 'world' is out to get them, whether it's referring to CNN as the Communist News Network, or President Bush laughing at the mention of The Washington Post during the debates, or his ridiculous comment about 'the mainstream media' during the same debate. They ignorantly claim that news organizations are 'filtering' out good news in Iraq to paint an artificially uglier picture than reality would otherwise show... yada yada... Meanwhile FOX', The Weekly Standard, Newsmax, WND, et al receive "atta-boys" from the administration because their programming is based almost entirely on promoting a GOP agenda. In less than 2 weeks we will be in the midst of an election unlike any we have experienced before. The public is divided right down the middle... half scared to death, convinced that Kerry doesn't know how to fight the war on terror; strangely afraid to let go of the President who put them in this situation in the first place. The same man who scoffs when questioned about his ability to make it right in the end. And damnit if it doesn't seem like most of these people get their news exclusively from FOX. Yeah, I realize I'm over-simplifying and generalizing, but the results are undeniable. There is a stark difference between reality and perception when it comes to FOX viewers. It has affected people in such a way that FOX alone has poisoned the well. The credibility of objective journalists is under assault by virtue this overtly biased programming. It seems MOST crucial that, during the next 2 weeks, the media cut through campaign rhetoric and report the FACTS... period! When facts are being manipulated by campaign officials (or your own President or Vice President) for political expedience then there is an occupational responsibility for those in the news industry to hold those officials accountable for their misstatements. And no, I don't expect that FOX would change their ways, but that raises the stakes for the rest of the media to prove that they DO HAVE INTEGRITY. FOX has already proven that they have none. We need reporters, journalists and editors to revisit why they entered the industry, because as a whole they are effectively proving the Bush administration’s rhetoric correct... that they are not objective arbiters of fact, but (more accurately) sounding boards for corporate owners and their wealthiest advertisers, all of whom happen to have gained the most from Bush’s silly tax cut. Today, Laura Rozen has this post on today's Boston Globe article where she highlights how calculated misconceptions and deceipt by the Bush administration could have long-term effects on the public's trust in their government. These are the things that help me determine who I'm voting for. Simply put, I'm voting for the guy less likely to lie to me.

[From the Globe piece:] The explanation for the Bush divide seemed to come from another poll released last week, this one by the Harris organization. It found sharply diverging views of the facts about Iraq and the 9/11 attacks between Bush's supporters and Democrat John F. Kerry's. In many cases, Bush's supporters -- representing a large swath of the electorate -- went beyond the assertions of Bush and Vice President Dick Cheney in describing dangers posed by prewar Iraq.

Forty-one percent of all respondents, for instance, agreed that ''Saddam Hussein helped plan and support the hijackers who attacked the US on 9/11." This interpretation persists even after Cheney, in his debate with Democratic rival John Edwards, denied ever suggesting such a thing.

In addition, 38 percent believed Iraq had weapons of mass destruction when the US invaded, despite the conclusion of the Iraq Survey Group that none existed.

And a large majority of 62 percent agreed that ''Saddam Hussein had strong links with Al Qaeda," even though the bipartisan 9/11 Commission and the Senate Intelligence Committee said he did not.

[laura rozen] What are the consequences that so many people can be taught to believe something not true? They could believe anyone has done it. Those who push such falsehoods should beware. They could become the victims of their own deliberate conspiracy mongering. Because they have demonstrated that for a large number of people the truth doesn't matter, is something to be manipulated. As the mountain of newspaper endorsements pile up in favor of Sen. John Kerry, including dozens from dailies that backed Bush in 2000, the Bush/Cheney campaign is dismissing the trend as no big deal. "Look, the Republican candidate will never win the contest for editorial board endorsements. The major dailies across the country tend to skew liberal," RNC chairman Ed Gillespie told CNN last week. That spin comes straight out of the GOP handbook that insists the mainstream press tilts to the left, so of course newspapers love Democrats come Election Day. Only problem is it's not accurate. In fact, the complete opposite is true. Since 1940 when the industry trade magazine Editor & Publisher began tracking newspapers during presidential elections, only two Democratic candidates -- Lyndon Johnson in 1964 and Bill Clinton in 1992 -- have ever won more endorsements than their Republican opponent. That's because newspaper publishers, who usually sign off on endorsements, tend to vote Republican (like lots of senior, corporate executives), which means GOP candidates pick up more endorsements. A lot more. In 1984, president Ronald Reagan landed roughly twice as many endorsements as Democrat Walter Mondale in the president's easy re-election win. And in 1996, despite his weak showing at the polls, 179 daily newspapers endorsed Republican Bob Dole, which easily outpaced the Democrats' tally by nearly a 2-to-1 margin. In 2000, the overwhelming trend towards Republicans continued. According to estimates, candidate Bush enjoyed a huge newspaper advantage, picking up nearly 100 more daily endorsements than Gore. On the eve of the election four yeas ago, Editor & Publisher spelled out the newspaper love affair with Bush in a Nov. 6 article: "The nation's newspaper editors and publishers strongly believe the Texas governor will beat Al Gore in Tuesday's election for president. By a wide margin, they plan to vote for him themselves. And, to complete this Republican trifecta, newspapers endorsed Bush by about 2-to-1 nationally." E&P's results come from industry-wide surveys it conducted among 800 top newspaper executives one week before the election. Asked how they were going to vote in 2000, 59 percent of newspaper publishers signaled they were voting for Bush, compared to just 20 percent for Gore. And even among newsroom editors, Bush won support among 33 percent, compared to just to 24 percent for Gore. As E&P noted in 2000, "One has to wonder: whatever happened to the so-called 'liberal press'?" "Everybody who was involved in this process had, in my mind, a white hat on," Timothy E. Flanigan, the former deputy White House counsel, said in an interview. "They were not out to be cowboys or create a radical new legal regime. What they wanted to do was to use existing legal models to assist in the process of saving lives, to get information. And the war on terror is all about information."

He's right, the war on terror IS about information. In fact more information is exactly what the American people need. What they DON'T need are misleading interpretations of information, massaged information, or just plain old disinformation. If we expect to win the war on terror then we better start being truthful with the American public. INFORM THEM. Let them know the true nature of the terror threat. What is the terrorists' intent? Who is their enemy? What goal do they aim to acheive? And let the American public know what they can do to help.

Terrorists want to incite fear. So long as our government continues to be vague about the threat there will remain a heightened sense of unease. If we continue to use the threat index disingenuously, rather than as a bonafide warning system, then malaise will continue to be a factor in public perception. If we continue to kill innocent men, women and children in Iraq, we will NEVER escape the cycle of violence associated with radical Islamic terrorism. Moreover, secret meetings held by administration officials with the express purpose of bypassing due process and granting unreasonable legal powers to the executive branch is not what the American public needed to keep them safe, but don't tell that to Gonzales' crew. And why do these guys habitually meet in echo chamber environments? In this instance without SoS Colin Powell, NSA Condoleeza Rice or consultation of Congress? Because dissenters are not welcome and opposing points of view be damned. They had a mission with an expected outcome, and nobody was going to interfere. Par for the course.

The first in 1990 to 1995 and then 2001 to 2004. I would have considered staying in if I felt that our current adminstration had been up front and honest to us and the American people. From the top down the civilian heads of our armed forces have lied and mislead the American public about the war in Iraq both in validation of reasons for the war and about the situation on the ground. The [sic] sent us in to this conflict without enough troops, not enough or sub-standard equipment, and tied the hands of our military leaders to do the job right.

My question is this: The 9/11 hijackers didn't do this on their own.

This attack in particular required a assitance from agents of the Saudi government and money from rich Saudis. Unlike the hijackers, a lot of these people behind the scenes, as well as the Saudi government itself would fear the righteous vengeance of the United States.

And yet the attack went forward, and there were no tipoffs. How is it conceivable that these people would even allow such an attack to take shape, much less be carried off?

The only answer I can come up with is that these terror enablers were so sure that the President Bush would not only ignore their involvement, but would actively block and classify investigations that exposed them. And they were right.

new CIA director covering Bush's ass until the election

Fascinating, outrageous, complety unsurprising and discussed in some detail in Seymour Hersh's new book Chain of Command, the LA Times has this report (registration required) on the CIA withholding the release of their 9/11 report until after the November 2nd elections. According to several members of Congress (both Democrat and Republican), the CIA is purposefully holding this back to protect the President because, in part, the findings hold "very senior-level officials responsible". Among the excerpts:

"It is infuriating that a report which shows that high-level people were not doing their jobs in a satisfactory manner before 9/11 is being suppressed," an intelligence official who has read the report told me, adding that "the report is potentially very embarrassing for the administration, because it makes it look like they weren't interested in terrorism before 9/11, or in holding people in the government responsible afterward."

According to the Pew Research Center's latest poll, (via Kevin Drum at the Washington Monthly), it looks like Bush has lost what was once a sizeable lead with white Catholic voters... Kerry now leads 50-43, a 12 to 17 point gain within the past month. Hopefully this means that they have finally recognized that Bush panders to religious folks merely out of political expedience.

He then implied insurgents in Iraq were attempting to influence the election in Kerry's favor, despite admitting he had "no hard evidence" to back up that claim. Cheney repeated over and over again how dismayed he was by the "over the top" tone of the current campaign. But in the same interview, he parroted the hypocrisy and lies that have characterized his vice presidency for four years.

from Defense Tech: DARPA: PLANES = PLANTS? The Pentagon wants planes to start acting more like plants. That's the ultimate goal of a research project, funded by Darpa, the Defense Department's mad science division. We all know plants change their shape. Some bend to catch the sun's rays; some snap to catch a meaty treat; some stiffen when they're watered. Darpa would like to have tough, man-made materials that can pull off some of the same tricks. Maybe, one day, it can lead to a jet that can pull back its wings when it's ready to attack, or extend 'em to glide. Researchers at Virginia Tech have won from Darpa a $2.1 million, year-and-half grant to start to figure out ways to do this. "The plan calls for the investigation of the protein structures of plants for the purpose of understanding their role in generating shape changes in natural materials," says a Virginia Tech press release. "The protein structures under analysis would then be used to develop a synthetic material that incorporates properties that produce controllable shapes." The project – Nastic Materials -- is part of a whole range of efforts by Darpa to make materials that act a little like living things. As John Main, the program's manager, said at a DarpaTech conference earlier this year:

The intersection of materials science and nature appears to show great promise for delivering materials with unobtainable properties. Natural materials are truly magnificent: Living bones grow, repair damage, remodel to distribute stress, and produce blood. Muscle turns lipids into work to help us regulate body temperature, maintain balance, and walk. Plant tissues grow, distribute nutrients, isolate injury, self-clean, support leaves, and sometimes even move with surprising force, such as tree roots upending concrete sidewalks. All of these characteristics are unobtainable [in man-made things] if you limit yourself to the world of conventional materials. Yet they are all clearly possible, because nature has supplied us with examples to study and potential paths to follow to create similar capabilities.

Not only are they endorsing Kerry, but in this editorial they clobber Dubya's record and rhetoric and attempt to hold him accountable for his poor decision-making. I'm a bit surprised at the complete indictment of the President's record.... they don't seem too pleased with anything George has accomplished.... but they strongly supported him prior to the 2000 election. Few Americans would have voted for George W. Bush four years ago if he had promised that, as President, he would: • Empty the Social Security trust fund by $507 billion to help offset fiscal irresponsibility and at the same time slash Social Security benefits. • Cut Medicare by 17 percent and reduce veterans’ benefits and military pay. • Eliminate overtime pay for millions of Americans and raise oil prices by 50 percent. • Give tax cuts to businesses that sent American jobs overseas, and, in fact, by policy encourage their departure. • Give away billions of tax dollars in government contracts without competitive bids. • Involve this country in a deadly and highly questionable war, and • Take a budget surplus and turn it into the worst deficit in the history of the United States, creating a debt in just four years that will take generations to repay. Rather than using the billions of dollars expended on the invasion of Iraq to shore up our boundaries and go after Osama bin Laden and the Saudi Arabian terrorists, the funds were used to initiate a war with what Bush called a more immediate menace, Saddam Hussein, in oil-rich Iraq. After all, Bush said Iraq had weapons of mass destruction trained on America. We believed him, just as we believed it when he reported that Iraq was the heart of terrorism. We trusted him.

The Iconoclast, the President’s hometown newspaper, took Bush on his word and editorialized in favor of the invasion. The newspaper’s publisher promoted Bush and the invasion of Iraq to Londoners in a BBC interview during the time that the administration was wooing the support of Prime Minister Tony Blair.Again, he let us down.

Iraq is now a quagmire: no WMDs, no substantive link between Saddam and Osama, and no workable plan for the withdrawal of our troops. We are asked to go along on faith. But remember, blind patriotism can be a dangerous thing and “spin” will not bring back to life a dead soldier; certainly not a thousand of them.

John Kerry has 30 years of experience looking out for the American people and can navigate our country back to prosperity and re-instill in America the dignity she so craves and deserves. Enron Defendant Says Barge Deal Was a Sham

HOUSTON (Reuters) - A former Enron Corp. executive told a jury on Thursday in the first Enron criminal trial that he knew the disgraced energy company had made a bogus deal with Merrill Lynch in order to post fraudulent profits. But the former finance executive, Daniel Boyle, said he had no part in the secret 1999 deal that guaranteed Enron would buy back three electricity-generating barges floating off the Nigeria coast it sold to Merrill.
 
The trial of Boyle, one other former Enron executive and four former Merrill bankers centers on the prosecution's charge that the sale of the barges was a sham that allowed Enron to book $12 million in illicit profits and fill an earnings gap before the end of 1999.
 
Boyle said under cross-examination by prosecutors that he found out about Enron's promise to buy back the barges only shortly before the energy company repurchased them in June 2000 through a partnership run by former Enron Chief Financial Officer Andrew Fastow.
 
Boyle, asked by prosecutor Matt Friedrich whether he knew Enron had illegally booked a profit from the sale because of the buyback, answered, "Yes I do ... it was wrong."
 
By guaranteeing to repurchase the barges, Enron should have booked the deal as a loan under accounting rules.
 
Boyle testified that his involvement in the deal was limited to setting up seller financing of $21 million through Enron for Merrill Lynch to complete the deal.
 
Merrill Lynch put up $7 million of its money for the barges.
 
Defense lawyers have sought to portray the deal as a legitimate sale, arguing that Merrill Lynch assumed real risk when it agreed to buy the barges.
 
In addition to Boyle, former Enron accountant Sheila Kahanek and former Merrill bankers Daniel Bayly, Robert Furst, William Fuhs and James Brown are on trial.
 
The six face charges of conspiracy and fraud in the case, and Brown and Boyle are also charged with lying to cover up the transaction.

Va., Md. Among States Receiving Most Money from DHS Updated: Thursday, Oct. 7, 2004 - 6:26 AM RICHMOND, Va. (AP) - Virginia received nearly $1.7 billion from the Department of Homeland Security during the agency's first year. That's the fourth-highest sum nationally and the second-largest per capita.

According to Census Bureau data, Virginia got about $229 for each of the state's nearly 7.4 million residents. Nationally, only New York, Texas and the District of Columbia received more of such disbursements, salaries and wages, procurement contracts and grants than Virginia in fiscal year 2003.

Maryland ranked sixth in federal Department of Homeland Security expenditures in fiscal year 2003. The department spent or earmarked a total of $431 million in Maryland in grants, contracts and salaries. Maryland's grants paid for improved communications among emergency responders, personal protective gear for firefighters and police, equipment for handling hazardous materials, training and overtime reimbursement.

Among Maryland counties, Anne Arundel, which includes the state capital, received the largest amount of federal homeland security funds, $141.6 million. OKLAHOMA CITY -- When the designers of a comprehensive new Internet database of international terrorist incidents sat down to draft their plans, they were determined to keep the information as flexible and relevant as possible, to respond to the ever-changing nature of modern terrorism.

That meant, for example, creating a "weapons" category that includes such traditional means as bombs, guns and knives, and also the more terrifying variants of chemical and biological agents, all of which have been employed by terrorists during the last four decades covered in the database.

But it also meant creating another category that remains hidden from public view: the one labeled "nuclear." It's being held in reserve, against the day when some terrorist group might finally lay its hands on a nuclear device or detonate a radioactive "dirty" bomb.

"To our knowledge, there have been no acts of nuclear terrorism so far," said Chip Ellis, the chief designer of the database. "But if something happened, yes, it's available to be added to the database."

The database, known as the Terrorism Knowledge Base, is still in its final shakedown stage and has yet to be officially unveiled, but it is already available for public use at www.tkb.org
 Created by the National Memorial Institute for the Prevention of Terrorism in Oklahoma City, a research institute founded after the 1995 bombing of the Oklahoma City federal building, the database represents the largest repository of international terrorism information ever made publicly available on the Internet.

More than 18,000 terrorist incidents, and nearly 1,000 terrorist groups and their leaders, are described in detail in the database, which stretches back to 1968. Information sources include the FBI, the CIA and the Rand Corp., a non-profit research think tank that for the first time is making its proprietary terrorism incident database--long regarded by government experts and scholars as the world's most extensive--available to the public. The Department of Homeland Security is providing some of the funding to support the project.

The database allows users to search by more than a dozen criteria, including terrorist group, region, date, type of incident and number of casualties. It can chart results, display them on a map, compare them and suggest further resources to dig more deeply. Indictments, verdicts and other court documents from 120 FBI terrorism cases are also available.

The intended audience ranges from citizens curious about terrorism to journalists, researchers, intelligence and law-enforcement agencies, and even spies in the field working clandestine assignments.

"We've heard back on this already," Ellis said. "Having a system that's online and unrestricted and has good information is very useful to people who may not be able to find a secure connection back to a secure database."

The database contains some unexpected surprises for Americans focused on the threat posed by foreign terrorists. Of the 18 terrorist incidents recorded in the United States last year, for example, all but two were attributed to militant domestic ecological groups, such as the Earth Liberation Front and the Animal Liberation Front. (The other two cases involved letters laced with the poison ricin mailed by an unidentified sender to government addresses in Washington.)

Moreover, of the 15 listed incidents of biological attacks that have occurred around the world, 12 occurred in the U.S., from October to November 2001--the anthrax attacks that remain unsolved but which authorities suspect were domestic in origin.

There are also some quirks and apparent omissions. One of the world's worst incidents of terrorism employing chemical weapons is not included in the database: the 1988 attack against the Kurdish city of Halabja by the regime of former Iraqi leader Saddam Hussein that killed an estimated 5,000 civilians.

The database designers say that's because a government, rather than a terrorist group, committed the crime, which qualified it as political oppression and placed it outside the definition of terrorism used to filter incidents for possible inclusion.

Nor are there any entries for Abu Musab al-Zarqawi, the suspected Al Qaeda militant and Iraqi insurgency leader who has claimed responsibility for the recent spate of kidnappings and beheadings of civilian contractors.

Ellis said that omission would be corrected in a pending update of the database, which will be refreshed about every month.

"It's not a real-time system, and we're not pitching it as that," Ellis said. "The main value of this system is that it contains 36 years of terrorism data. So we see this as not necessarily being the last stop for every question that someone has, but certainly the first."

But even a terrorism database that is refreshed only a dozen times a year, Ellis said, beats the currency of other available resources, such as the State Department's "Patterns of Global Terrorism" report, which is issued annually.

Given the ability of the database to compile, sort and analyze past terrorist incidents, is there any danger that terrorists themselves might find it useful? Ellis thinks not.

"Terrorists know what terrorists do," Ellis said. "There's nothing in here that educates terrorists on how they can better perpetrate acts. If anything, we think that this system helps put terrorism in perspective, so that people can see how often terrorism fails, how infrequently it leads to measurable political change."

He added: "Not to be flippant, but we've always said: Hey, if Osama bin Laden wants to write in and say, `You got this wrong,' we'd happily accept that--as long as he gives us a return address. But to be quite frank, we think it's more important to educate the good guys rather than worrying about the bad guys in this case."

Dear Mr. President: As professors of economics and business, we are concerned that U.S. economic policy has taken a dangerous turn under your stewardship. Nearly every major economic indicator has deteriorated since you took office in January 2001. Real GDP growth during your term is the lowest of any presidential term in recent memory. Total non-farm employment has contracted and the unemployment rate has increased. Bankruptcies are up sharply, as is our dependence on foreign capital to finance an exploding current account deficit. All three major stock indexes are lower now than at the time of your inauguration. The percentage of Americans in poverty has increased, real median income has declined, and income inequality has grown. The data make clear that your policy of slashing taxes – primarily for those at the upper reaches of the income distribution – has not worked. The fiscal reversal that has taken place under your leadership is so extreme that it would have been unimaginable just a few years ago. The federal budget surplus of over $200 billion that we enjoyed in the year 2000 has disappeared, and we are now facing a massive annual deficit of over $400 billion. In fact, if transfers from the Social Security trust fund are excluded, the federal deficit is even worse – well in excess of a half a trillion dollars this year alone. Although some members of your administration have suggested that the mountain of new debt accumulated on your watch is mainly the consequence of 9-11 and the war on terror, budget experts know that this is simply false. Your economic policies have played a significant role in driving this fiscal collapse. And the economic proposals you have suggested for a potential second term – from diverting Social Security contributions into private accounts to making the recent tax cuts permanent – only promise to exacerbate the crisis by further narrowing the federal revenue base. These sorts of deficits crowd out private investment and are politically addictive. They also place a heavy burden on monetary policy – and create additional pressure for higher interest rates – by stoking inflationary expectations. If your economic advisers are telling you that these deficits can be defeated through further reductions in tax rates, then you need new advisers. More robust economic growth could certainly help, but nearly every one of your administration’s economic forecasts – both before and after 9-11 – has proved overly optimistic. Expenditure cuts could be part of the answer, but your record so far has been one of increasing expenditures, not reducing them. What is called for, we believe, is a dramatic reorientation of fiscal policy, including substantial reversals of your tax policy. Running a budget deficit in response to a short bout of recession is one thing. But running large structural deficits over a long period is something else entirely. We therefore urge you to consider the fiscal realities we now face and the substantial burden they are placing on our economy. We also urge you to consider the distributional consequences of your policies. Under your administration, the income gap between the most affluent Americans and everyone else has widened. Although the latest data reveal that real household incomes have dropped across the board since you took office, low and middle income households have experienced steeper declines than upper income households. To be sure, the general phenomenon of mounting inequality preceded your administration, but it has continued (and, by some accounts, intensified) over the past three and a half years. Some degree of inequality is inherent in any free market economy, creating positive incentives for economic and technological advancement. But when inequality becomes extreme, it can be socially corrosive and economically dysfunctional. Problems of this sort are visible throughout much of the developing world. At the moment, the most commonly accepted measure of inequality – the so-called Gini coefficient – is far higher in the United States than in any other developed country and is continuing to move upward. We don’t know where the breakpoint is for the U.S., but we would rather not find out. With all due respect, we believe your tax policy has exacerbated the problem of inequality in the United States, which has worrisome implications for the economy as a whole. We very much hope you will take this threat to our nation into account as you consider new fiscal approaches to address the nation’s most pressing economic problems. Sensible and farsighted economic management requires true discipline, compassion, and courage – not just slogans. Given the tenuous state of the American economy, we believe that the time for an honest assessment of the problem and for genuine corrective action is now. Ignoring the fiscal crisis that has taken hold during your presidency may seem politically appealing in the short run, but we fear it could ultimately prove disastrous. From a policy standpoint, the clear message is that more of the same won’t work. The warning signs are already visible, and it is incumbent upon all of us to pay attention. Respectfully submitted,
