Incentivize Research and Development, and establish an intelligent National Energy Policy.
And whattya know? The editors at St. Louis Post Dispatch hit the nail on the head:
We also need a powerful policy to encourage the development and production of alternative fuels -- not just ethanol. We need a national policy to expand ethanol production and encourage gas-sipping hybrid cars. As ethanol supplies increase, we should require that most new cars accept E-85 (a mix of 85 percent ethanol and 15 percent gasoline) and install pumps at gas stations. All that will mean a significant taxpayer investment.
