My question is this: The 9/11 hijackers didn't do this on their own.

This attack in particular required a assitance from agents of the Saudi government and money from rich Saudis. Unlike the hijackers, a lot of these people behind the scenes, as well as the Saudi government itself would fear the righteous vengeance of the United States.

And yet the attack went forward, and there were no tipoffs. How is it conceivable that these people would even allow such an attack to take shape, much less be carried off?

The only answer I can come up with is that these terror enablers were so sure that the President Bush would not only ignore their involvement, but would actively block and classify investigations that exposed them. And they were right.
