fukuyama on NPR this morning

Another fascinating interview with a retreating leader of the neoconservative movement. Francis Fukuyama spoke with Steve Inskeep this morning about the future of neconservatism and its role in shaping foreign policy. The comment that stuck me the most, at about the 2:40 mark, Fukuyama says: "First of all, it's not up to the United States to decide where and when countries become Democratic." Huh? This was effectively the foundation of our entire invasion of Iraq. And the 'neocons' are just now figuring this out... ? Was Iraq basically just some grand experiment in their minds? We already knew there was no validation or testing of planning assumptions prior to the invasion. I'm pretty sure if I conducted an experiment, and 100k people died or were injured, someone would hold me accountable for my failure. Why does this not apply to Bush and Cheney?
